Championing Fiscal Accountability: How SAI Philippines Leads Global Public Debt Oversight and Pioneers Citizen Participatory Audits

Strong public financial oversight is indispensable to good governance. Financial audits, public debt audits, and citizen-centered mechanisms play essential roles in ensuring the accountability of public funds and protecting fiscal integrity. The Philippines offers a compelling example of how a Supreme Audit Institution (SAI) can lead globally by pioneering a major audit reform initiative and advancing collaboration to strengthen public debt oversight. Together, the Citizen Participatory Audit (CPA) and its Chairmanship of the INTOSAI Working Group on Public Debt (WGPD), highlight the Philippine Commission on Audit’s (COA) commitment to transparency, accountability, and public sector reform.

Saudi Fund for Improved SAI’s Performance (Saudi FISP) Meet & Greet – Highlights from the Side Event at INCOSAI XXV in Sharm El Sheikh

During Sharm El-Sheikh INCOSAI XXV, the General Court of Audit (GCA) of the Kingdom of Saudi Arabia organized a side event titled “FISP Meet & Greet”, bringing together beneficiaries of the Saudi Fund for Improved SAI Performance (FISP). The Saudi FISP is a funding initiative established by the GCA under the leadership of its President, H.E. Dr. Hussam Alangari. Since 2020, the GCA has allocated 1 million U.S. dollars annually to support the needs of Supreme Audit Institutions (SAIs) in developing countries, helping INTOSAI respond to the increasing demand for direct capacity-building assistance. By 2026, the fund had reached a total value of 7 million U.S. dollars, with continued growth anticipated.

A New Handbook Highlights Ways External Audits Can Strengthen Budget Credibility

Recognizing the significance of budget credibility and the demand for further research and practical guidance on this critical topic, over the last two years Supreme Audit Institutions (SAIs) have collaborated with the Division for Public Institutions and Digital Government of the United Nations Department for Economic and Social Affairs (DPIDG/UNDESA) and the International Budget Partnership (IBP) to develop a handbook for auditors on how their work can contribute to improving budget credibility. The output of this far-reaching effort has been published recently in Strengthening Budget Credibility Through External Audits: A Handbook for Auditors.
