OLACEFS Marks its 54th Anniversary
On April 9, 2019, the Organization of Latin American and Caribbean Supreme Audit Institutions (OLACEFS) marked its 54th anniversary as a space for research, study, training, specialization, technical assistance and the exchange of ideas and experiences. OLACEFS aims to strengthen the institutional capacity of SAIs in the region and enhance collaborative efforts.
OLACEFS comprises 22 SAIs that are full members (Argentina, Belize, Bolivia, Brazil, Chile, Colombia, Costa Rica, Cuba, Curacao, Ecuador, El Salvador, Guatemala, Honduras, México, Nicaragua, Panama, Paraguay, Peru, Puerto Rico, Dominican Republic, Uruguay and Venezuela) and 27 associate members. SAI Peru currently holds the OLACEFS Presidency of OLACEFS for the period 2019-2021.
LXIX OLACEFS Governing Board Ordinary Meeting
OLACEFS held a successful 69th Governing Board Ordinary Meeting April 2019 in Lima, Peru. The meeting brought together the Presidency, Executive Secretariat, Governing Board (Supreme Audit Institutions (SAIs) of Argentina, Bolivia, El Salvador, and Uruguay), representatives from the SAIs of Brazil, Colombia, Dominican Republic, Ecuador, Mexico, and Panama; and the German Society for International Cooperation’s (GIZ) Regional Director of the project Strengthening External Control in the Environment Sector.
During the event, technical bodies presented main activities from 2018; the Governing Board approved the creation of two new working groups related to fighting transnational corruption and auditing the management of disasters; progress was made on organizing the upcoming 29th OLACEFS General Assembly in El Salvador; and the 2019-2021 Communication Policy, standardization of OLACEFS corporate image, and Social Networks Manual were approved.

OLACEFS 2019 Regional Research Competition Aimed at “Strengthening Auditing and Government Control to Benefit Latin America and the Caribbean”
The Presidency and the Legal Advisor Committee (CAJ) of the Organization of Latin American and Caribbean Supreme Audit Institutions (OLACEFS) are carrying out the 2019 Regional Research Competition “Strengthening auditing and government control to benefit Latin America and the Caribbean” for OLACEFS full members and associates.
The competition aims to enrich the exchange of knowledge and experience within OLACEFS to improve the quality of audits. For this competition, participants should select one of the following topics:
• Proposal of international collaboration mechanisms between SAIs to investigate transnational corruption cases.
• Auditing disaster management: experiences in Latin America and the Caribbean.
• The role of SAIs in monitoring and auditing the implementation of Sustainable Development Goals.
• Transparency and accountability: using open data and effective mechanisms in horizontal auditing.
• Strengthening organizational culture in SAIs through integrity as a public value.
• The impact of citizens engagement on government oversight.
An assessment committee will select three winners, who will be given awards and whose articles will be included in the OLACEFS Magazine Fiscalizando in the three OLACEFS working languages: Spanish, English, and Portuguese.

OLACEFS Launches New Social Media Channels
The Organization of Latin America and Caribbean Supreme Audit Institutions (OLACEFS) is now on Facebook, Twitter, and Instagram to expand dialogue and participation within the region and enhance communication around the world. The new social media presence complements current OLACEFS platforms—YouTube, Flickr, and LinkedIn.
OLACEFS Social Networks Manuals, which correspond with the 2019 Operational Plan of the Presidency, were approved during at the 69th Board of Directors Ordinary Meeting.

Regional Competition on Good Governance Underway
The Organization of Latin American and Caribbean Supreme Audit Institutions (OLACEFS) Technical Commission of Practices on Good Governance has launched the annual regional competition with a focus on “Supreme Audit Institutions (SAIs) and the Use of New Technologies to Detect Financial Fraud.” All professionals working in an OLACEFS-member SAI can participate. OLACEFS Holds Innovation Workshop at INTOSAI Regional Coordination Platform Meeting
For the second consecutive year, a Roundtable on the Work of Regions was held within the context of the International Organizations of Supreme Audit Institutions (INTOSAI)-Regions Coordination Platform. The Organization of Latin American and Caribbean Supreme Audit Institutions (OLACEFS), represented by Chile’s Office of the Comptroller General, OLACEFS Executive Secretariat, led the roundtable, which took place in Cape Town, South Africa, in May.
The session’s objective was to strengthen coordination among the different INTOSAI regional organizations by identifying common problems, solutions and areas of collaboration. To help achieve this objective, OLACEFS’ Executive Secretariat prepared and distributed a Mini Innovation Toolkit that provided participants with tools to help generate creative solutions to challenges SAIs currently face.
OLACEFS Contributes to Partners for Review (P4R) Network Meeting
The Organization of Latin American and Caribbean Supreme Audit Institutions (OLACEFS), represented by the Presidency and the Commissions of Good Governance (Supreme Audit Institution (SAI) Argentina) and Citizen Engagement (SAI Peru), participated in the United Nations (UN) Partners for Review (P4R) sixth network meeting (P4R) held from May 21-23, 2019, in Oaxaca, Mexico.
The meeting’s objective was to address crosscutting challenges in national implementation of the UN 2030 Agenda and strengthening stakeholder participation and engagement.
During the meeting, OLACEFS representatives participated in the panel, “Strengthening Independent External Oversight: Role of SAIs in the Follow-up and Review Process for Sustainable Development Goals (SDGs),” where they described the role of OLACEFS in SDG implementation and discussed the index related to citizen information availability and SAI institutional management; citizen oversight; coordinated audits; and strengthening institutional capacities.
OLACEFS SAIs Participate in INTOSAI Course on Cooperative Audits
The INTOSAI Subcommittee on Cooperative Audits offered a self-guided virtual course “Guidelines for the Execution of Cooperative Audits ” from April 1 to May 2, 2019, and 86 professionals from 14 Supreme Audit Institutions (SAIs) from the Organization of Latin American and Caribbean Organization of Supreme Audit Institutions (OLACEFS) participated. The course guided SAI staff in preparing, implementing and monitoring cooperative audits—audits carried out by two or more SAIs—as established in the ISSAI 5800, Guide for the Execution of Cooperative Audits.
Staff from the SAIs of Argentina, Belize, Chile, Colombia, Costa Rica, Cuba, Dominican Republic, El Salvador, Guatemala, Honduras, Mexico, Panama, Paraguay, and Peru participated in the course through a dynamic educational platform with online evaluations.
