Outre leurs fonctions d&#8217;audit et de contr\u00f4le, ils peuvent \u00e9galement contribuer aux r\u00e9sultats \u00e0 moyen et long terme en anticipant les implications politiques et les risques futurs, ce qui permet aux gouvernements de mieux se pr\u00e9parer aux incertitudes et d&#8217;\u00e9laborer des politiques plus r\u00e9sistantes et plus durables.<\/p>\n\n<p>Dans ce contexte, la prospective appara\u00eet comme un outil pr\u00e9cieux qui permet d&#8217;explorer les futurs possibles, d&#8217;identifier les opportunit\u00e9s et d&#8217;att\u00e9nuer les risques dans un monde en constante \u00e9volution. Selon le Centre mondial pour l&#8217;excellence dans le service public du PNUD, la prospective englobe des m\u00e9thodes et des approches telles que l&#8217;analyse des tendances et l&#8217;\u00e9laboration de sc\u00e9narios pour explorer les futurs possibles et probables, en g\u00e9n\u00e9rant des connaissances qui permettent des actions transformatrices dans le pr\u00e9sent. L&#8217;objectif n&#8217;est pas de pr\u00e9dire l&#8217;avenir avec pr\u00e9cision, mais de visualiser diff\u00e9rents sc\u00e9narios et de planifier des actions proactives gr\u00e2ce \u00e0 des exercices de r\u00e9flexion strat\u00e9gique.<\/p>\n\n<p>En adoptant cette approche, les ISC peuvent am\u00e9liorer de mani\u00e8re significative leur capacit\u00e9 \u00e0 contribuer \u00e0 la gouvernance publique, en promouvant la durabilit\u00e9 et la r\u00e9silience de nos institutions et de nos soci\u00e9t\u00e9s. La prospective peut \u00eatre mise en \u0153uvre \u00e0 l&#8217;aide de divers outils et m\u00e9thodologies, tels que le big data et l&#8217;intelligence artificielle, qui am\u00e9liorent les capacit\u00e9s d&#8217;analyse des donn\u00e9es afin d&#8217;identifier les tendances et les mod\u00e8les, rendant les analyses plus pr\u00e9cises et plus solides. Cela favorise la collaboration institutionnelle et aide les d\u00e9cideurs politiques \u00e0 \u00e9valuer les risques et \u00e0 identifier les solutions de remplacement.<\/p>\n\n<p>L&#8217;exp\u00e9rience du Government Accountability Office (GAO) des \u00c9tats-Unis illustre bien le potentiel de cette technique. Le centre de prospective du GAO utilise cette technique pour analyser les tendances et leurs impacts dans divers domaines politiques, y compris le d\u00e9veloppement durable. Cette approche permet d&#8217;identifier les questions critiques susceptibles d&#8217;affecter la nation \u00e0 moyen et \u00e0 long terme, d&#8217;orienter la planification de l&#8217;audit et de formuler des recommandations strat\u00e9giques \u00e0 l&#8217;intention du Congr\u00e8s et des agences f\u00e9d\u00e9rales.<\/p>\n\n<p>La mise en \u0153uvre de la prospective dans les ISC est confront\u00e9e \u00e0 des d\u00e9fis, tels que le besoin de ressources financi\u00e8res, la formation du personnel et l&#8217;acc\u00e8s ad\u00e9quat aux donn\u00e9es n\u00e9cessaires. Un engagement ferme et un investissement continu dans la formation et le d\u00e9veloppement sont essentiels.<\/p>\n\n<p>Pour soutenir cette d\u00e9marche, l&#8217;Organisation internationale des institutions sup\u00e9rieures de contr\u00f4le des finances publiques (INTOSAI) s&#8217;est engag\u00e9e \u00e0 promouvoir le partage des connaissances et des exp\u00e9riences li\u00e9es \u00e0 la prospective, en facilitant l&#8217;acc\u00e8s aux ressources, \u00e0 la formation et aux r\u00e9seaux de collaboration.<\/p>\n\n<p>Le comit\u00e9 de surveillance sur les questions \u00e9mergentes (SCEI) joue un r\u00f4le essentiel dans l&#8217;identification et le traitement des nouvelles tendances et des nouveaux d\u00e9fis susceptibles d&#8217;avoir un impact sur les soci\u00e9t\u00e9s et les gouvernements, ainsi que dans l&#8217;\u00e9valuation de leurs implications pour l&#8217;ensemble de la communaut\u00e9 de l&#8217;INTOSAI. En se concentrant sur les questions \u00e9mergentes, elle est en mesure de mener le dialogue et l&#8217;action autour de la prospective strat\u00e9gique, en surveillant les tendances mondiales et les d\u00e9veloppements futurs afin de fournir des informations pr\u00e9cieuses qui aident les ISC \u00e0 anticiper les changements significatifs dans l&#8217;environnement politique, \u00e9conomique, social et technologique.<\/p>\n\n<p>Actuellement, le SCEI coordonne l&#8217;\u00e9laboration d&#8217;un rapport sur les tendances mondiales, en rassemblant les id\u00e9es de toutes les commissions, sous-commissions et groupes r\u00e9gionaux de l&#8217;INTOSAI, ainsi que des institutions multilat\u00e9rales et des groupes de r\u00e9flexion sur le sujet. Ce rapport sera soumis au Comit\u00e9 directeur de l&#8217;INTOSAI, ce qui permettra une r\u00e9flexion approfondie sur les nouvelles approches de la prospective et fournira des \u00e9l\u00e9ments pr\u00e9cieux pour la planification strat\u00e9gique de l&#8217;INTOSAI. Cela nous permettra \u00e9galement d&#8217;envisager les moyens d&#8217;aider les ISC, en particulier celles dont les ressources sont limit\u00e9es, \u00e0 mener des initiatives de prospective de mani\u00e8re ind\u00e9pendante.<\/p>\n\n<p>En outre, le SCEI dirige le Centre d&#8217;\u00e9tudes avanc\u00e9es de l&#8217;INTOSAI (CASt), une initiative scientifique con\u00e7ue par l&#8217;ISC Br\u00e9sil et bas\u00e9e sur un mod\u00e8le de groupe de r\u00e9flexion. Le CASt vise \u00e0 promouvoir un environnement propice \u00e0 la recherche appliqu\u00e9e sur des sujets prioritaires, couvrant des questions globales, des th\u00e8mes transversaux et des domaines peu explor\u00e9s de l&#8217;audit public, ainsi qu&#8217;\u00e0 soutenir la production technique et scientifique qui sous-tend les activit\u00e9s d&#8217;audit public et de gestion au sein de l&#8217;INTOSAI. Des liens plus \u00e9troits avec le monde universitaire sont essentiels pour renforcer la capacit\u00e9 de l&#8217;organisation \u00e0 relever les nouveaux d\u00e9fis, en encourageant le d\u00e9veloppement de nouvelles id\u00e9es et de solutions pratiques pour am\u00e9liorer l&#8217;audit public mondial. Le premier appel \u00e0 propositions a eu lieu en juin et a mis l&#8217;accent sur les impacts de l&#8217;intelligence artificielle sur les ISC, l&#8217;audit de la finance climatique et la lutte contre la faim et la pauvret\u00e9. Au fur et \u00e0 mesure que le CASt se consolide, on s&#8217;attend \u00e0 ce que son travail soutienne \u00e9galement les futurs rapports sur les tendances.<\/p>\n\n<p>En promouvant une approche proactive et prospective, le SCEI peut garantir que nous sommes bien pr\u00e9par\u00e9s \u00e0 faire face aux nouveaux d\u00e9fis. Cela am\u00e9liore non seulement notre capacit\u00e9 \u00e0 contribuer \u00e0 la gouvernance publique, mais renforce \u00e9galement notre position en tant qu&#8217;institutions agiles, innovantes et ax\u00e9es sur les r\u00e9sultats.<\/p>\n\n<p>La collaboration internationale et le partage des meilleures pratiques entre les ISC de diff\u00e9rents pays sont essentiels \u00e0 la r\u00e9ussite des initiatives de prospective. La participation \u00e0 des r\u00e9seaux internationaux et \u00e0 des forums de discussion sur le sujet, tels que ceux promus par l&#8217;INTOSAI, facilite l&#8217;\u00e9change de connaissances et d&#8217;exp\u00e9riences, renfor\u00e7ant ainsi la capacit\u00e9 mondiale \u00e0 anticiper et \u00e0 r\u00e9pondre aux d\u00e9fis futurs. \u00c0 cet \u00e9gard, le SCEI peut \u00e9galement servir de plateforme d&#8217;interaction avec d&#8217;autres centres de prospective, tels que ceux de l&#8217;Organisation de coop\u00e9ration et de d\u00e9veloppement \u00e9conomiques (OCDE) et de l&#8217;Institute for the Future (ITFT), favorisant ainsi une int\u00e9gration encore plus pouss\u00e9e entre les ISC et ces institutions.<\/p>\n\n<p>Un \u00e9tat d&#8217;esprit prospectif exige un engagement dans une perspective \u00e0 long terme, qui se distingue des cycles politiques \u00e0 court terme ax\u00e9s sur les demandes imm\u00e9diates. Il est donc essentiel que la vision et les objectifs des ISC soient proactifs et s&#8217;inscrivent dans un horizon \u00e0 long terme.<\/p>\n\n<p>Je compte sur l&#8217;engagement de tous dans cette importante initiative !
