Les deux premiers Les ODD, qui visent \u00e0 \u00e9radiquer la pauvret\u00e9 et la faim, ont \u00e9t\u00e9 les plus durement touch\u00e9s par l\u2019impact conjoint et simultan\u00e9 des catastrophes climatiques, des conflits arm\u00e9s, de la pand\u00e9mie de COVID-19 et d\u2019une r\u00e9cession \u00e9conomique mondiale. Face \u00e0 des d\u00e9fis qui ont n\u00e9cessit\u00e9 des efforts consid\u00e9rables d\u00e8s le d\u00e9part, la r\u00e9alisation de ces objectifs a \u00e9t\u00e9 rendue encore plus difficile par cet environnement d\u00e9favorable.<\/p>\n\n\n\n<p>Selon les donn\u00e9es des Nations Unies (ONU), la pauvret\u00e9 mondiale a diminu\u00e9 r\u00e9guli\u00e8rement depuis la cr\u00e9ation des ODD, mais a subi un revers important en raison de la pand\u00e9mie de COVID-19. Le taux d&#8217;extr\u00eame pauvret\u00e9 a augment\u00e9 en 2020, atteignant 9,3 % de la population mondiale, apr\u00e8s \u00eatre pass\u00e9 de 10,8 % en 2015 \u00e0 8,5 % en 2019. Cela signifie qu&#8217;environ 724 millions de personnes vivaient avec moins de 2,15 dollars par jour. Nous n&#8217;avons retrouv\u00e9 les niveaux d&#8217;avant la pand\u00e9mie qu&#8217;en 2022, avec environ 670 millions de personnes vivant dans l&#8217;extr\u00eame pauvret\u00e9, soit 8,4 % de la population mondiale.<\/p>\n\n\n\n<p>Il n&#8217;est donc pas surprenant que le Sommet des ODD ait identifi\u00e9 cette question comme le plus grand d\u00e9fi mondial de notre \u00e9poque et une condition incontournable du d\u00e9veloppement durable, et que le Br\u00e9sil, qui s&#8217;appr\u00eate \u00e0 assumer la pr\u00e9sidence du G20, se soit engag\u00e9 \u00e0 prendre la lutte contre la faim et la pauvret\u00e9 une des priorit\u00e9s durant son mandat \u00e0 la t\u00eate du groupe.<\/p>\n\n\n\n<p>Selon la Classification des fonctions de l&#8217;\u00c9tat (COFOG), adopt\u00e9e par l&#8217;OCDE et l&#8217;ONU, la protection sociale est divis\u00e9e en neuf sous-fonctions distinctes qui couvrent divers groupes vuln\u00e9rables de la soci\u00e9t\u00e9, tels que les personnes handicap\u00e9es, les malades, les personnes \u00e2g\u00e9es. , les familles et les enfants pauvres, ainsi que les politiques d&#8217;assurance ch\u00f4mage et de logement social. Lorsque nous examinons les donn\u00e9es de 2021 des pays membres de l\u2019OCDE, nous constatons l\u2019importance des politiques de protection sociale, les gouvernements allouant en moyenne environ 20 % de leur PIB \u00e0 des programmes visant \u00e0 prot\u00e9ger les revenus des segments les plus vuln\u00e9rables de la population. Les programmes destin\u00e9s aux personnes socialement exclues re\u00e7oivent en moyenne 1 % du PIB dans ce spectre.<\/p>\n\n\n\n<p>Compte tenu du co\u00fbt \u00e9lev\u00e9 et de la pertinence des programmes de r\u00e9duction de la pauvret\u00e9, il est imp\u00e9ratif que les politiques de protection des revenus atteignent leur efficacit\u00e9 maximale. Pour atteindre cet objectif, ces politiques doivent \u00eatre efficaces et transparentes, orientant les ressources de mani\u00e8re pr\u00e9cise pour r\u00e9pondre aux besoins des populations les plus vuln\u00e9rables tout en permettant \u00e0 la soci\u00e9t\u00e9 de suivre de pr\u00e8s leur mise en \u0153uvre.<\/p>\n\n\n\n<p>Les institutions sup\u00e9rieures de contr\u00f4le jouent un r\u00f4le essentiel en informant la soci\u00e9t\u00e9 sur la qualit\u00e9 des d\u00e9penses publiques. Les audits de performance, qui comprennent des \u00e9valuations des politiques et des examens des d\u00e9penses, sont essentiels dans ce contexte, notamment en ce qui concerne la mise en \u0153uvre des ODD.<\/p>\n\n\n\n<p>Dans ce sc\u00e9nario, l\u2019Organisation internationale des institutions sup\u00e9rieures de contr\u00f4le des finances publiques (INTOSAI) appara\u00eet comme un mod\u00e8le d\u2019excellence dans la conduite de ces audits. Ses normes rigoureuses garantissent une \u00e9valuation compl\u00e8te, identifiant les lacunes, les domaines \u00e0 am\u00e9liorer et garantissant la transparence et la responsabilit\u00e9 dans la r\u00e9alisation des ODD. En \u00e9tablissant des lignes directrices solides et en promouvant les meilleures pratiques, l\u2019INTOSAI joue un r\u00f4le fondamental dans la promotion de la responsabilit\u00e9 et dans la conduite des efforts mondiaux pour atteindre les objectifs durables.<\/p>\n\n\n\n<p>Bien que la r\u00e9partition des ressources financi\u00e8res soit une mesure largement utilis\u00e9e, il est important de comprendre que le ph\u00e9nom\u00e8ne de pauvret\u00e9 est beaucoup plus complexe et doit \u00eatre \u00e9valu\u00e9 sous de multiples perspectives, couvrant des domaines tels que l&#8217;alimentation, la sant\u00e9, l&#8217;\u00e9ducation, l&#8217;acc\u00e8s \u00e0 l&#8217;eau potable et Conditions de logement. Si les politiques de transferts mon\u00e9taires jouent un r\u00f4le essentiel dans la cr\u00e9ation d\u2019un filet de s\u00e9curit\u00e9 contre les fluctuations de l\u2019emploi et des revenus, l\u2019\u00e9radication efficace de la pauvret\u00e9 n\u00e9cessite une approche qui favorise le d\u00e9veloppement de tous les aspects favorables \u00e0 une vie digne.<\/p>\n\n\n\n<p>Les politiques publiques compl\u00e9mentaires aux transferts mon\u00e9taires abordent des questions complexes et interconnect\u00e9es et sont essentielles pour lutter contre la pauvret\u00e9 dans toutes ses dimensions. Ils ont le potentiel de susciter des changements structurels durables et d\u2019am\u00e9liorer la qualit\u00e9 de vie des populations \u00e0 long terme, en brisant les cycles de pauvret\u00e9 interg\u00e9n\u00e9rationnels, en r\u00e9duisant les in\u00e9galit\u00e9s socio-\u00e9conomiques et en encourageant l\u2019inclusion sociale.<\/p>\n\n\n\n<p>Il est donc clair que le d\u00e9fi de l\u2019\u00e9radication de la pauvret\u00e9 ne peut \u00eatre relev\u00e9 de mani\u00e8re isol\u00e9e. L\u2019action coordonn\u00e9e des institutions sup\u00e9rieures de contr\u00f4le des finances publiques face au d\u00e9fi complexe que constitue l\u2019\u00e9radication de la pauvret\u00e9 et de la faim, les deux premiers objectifs du d\u00e9veloppement durable, est essentielle. Nous jouons un r\u00f4le important en \u00e9valuant l\u2019efficacit\u00e9 des politiques publiques, en identifiant les inefficacit\u00e9s et en orientant l\u2019allocation la plus efficace des ressources vers les domaines qui ont un impact significatif sur la r\u00e9duction de la pauvret\u00e9. En fournissant \u00e0 la soci\u00e9t\u00e9 des informations pr\u00e9cieuses sur l\u2019utilisation des ressources publiques et les r\u00e9sultats des actions gouvernementales, nous contribuons \u00e0 am\u00e9liorer les conditions de vie des personnes en situation de vuln\u00e9rabilit\u00e9.<\/p>\n\n\n\n<p>L&#8217;INTOSAI, en tant qu&#8217;organisation qui promeut la coop\u00e9ration entre les institutions sup\u00e9rieures de contr\u00f4le des finances publiques du monde entier, fournit une perspective essentielle sur l&#8217;efficacit\u00e9 et la transparence dans la mise en \u0153uvre des politiques associ\u00e9es \u00e0 des objectifs durables, ce qui renforce l&#8217;importance des ISC dans l&#8217;\u00e9laboration et l&#8217;am\u00e9lioration de strat\u00e9gies visant \u00e0 atteindre des objectifs mondiaux importants.<\/p>\n\n\n\n<p>En outre, l&#8217;organisation promeut plusieurs initiatives d\u00e9di\u00e9es \u00e0 relever les d\u00e9fis de la faim et de la pauvret\u00e9, refl\u00e9tant son engagement infatigable \u00e0 construire un monde plus juste et plus \u00e9galitaire. Parmi eux, je voudrais attirer l&#8217;attention sur le projet \u00ab Equal Futures Audit Changemakers \u00bb (EFA), dirig\u00e9 par l&#8217;Initiative de d\u00e9veloppement de l&#8217;INTOSAI (IDI). L\u2019EFA vise \u00e0 promouvoir et \u00e0 soutenir des pratiques d\u2019audit de haute qualit\u00e9 et \u00e0 fort impact, en mettant l\u2019accent sur les domaines prioritaires li\u00e9s aux situations d\u2019in\u00e9galit\u00e9 et de marginalisation, tels que la pauvret\u00e9, le genre, l\u2019origine ethnique, la migration, l\u2019\u00e2ge et le handicap. Gr\u00e2ce \u00e0 ce projet, l&#8217;IDI formera et aidera les institutions sup\u00e9rieures de contr\u00f4le \u00e0 \u00e9laborer des strat\u00e9gies d&#8217;action sur ces questions sensibles, ainsi qu&#8217;\u00e0 soutenir la r\u00e9alisation d&#8217;audits conform\u00e9ment aux normes \u00e9tablies, en optimisant l&#8217;impact de ces audits et en renfor\u00e7ant ainsi le r\u00f4le et la contribution des institutions sup\u00e9rieures de contr\u00f4le. Institutions sup\u00e9rieures de contr\u00f4le dans la qu\u00eate d\u2019un avenir plus juste et plus \u00e9quitable.<\/p>\n\n\n\n<p>Il est primordial que nous unissions nos forces et collaborions pour garantir non seulement l\u2019efficacit\u00e9, mais aussi l\u2019efficience des politiques de lutte contre la pauvret\u00e9, en r\u00e9alisant des progr\u00e8s concrets vers la r\u00e9alisation des objectifs mondiaux fix\u00e9s. Dans ce contexte, le r\u00f4le crucial jou\u00e9 par l&#8217;INTOSAI se d\u00e9marque, avec ses travaux termin\u00e9s et en cours, d\u00e9montrant un engagement solide et continu dans la recherche de
