Jes\u00fas Rodr\u00edguez, pr\u00e9sident de la Cour des comptes nationale de la nation argentine, a \u00e9labor\u00e9 le quatri\u00e8me indice de disponibilit\u00e9 de l&#8217;information pour les citoyens sur la gestion des ISC (IDIGI-EFS 2021). L&#8217;organisation de la soci\u00e9t\u00e9 civile Corporaci\u00f3n Acci\u00f3n Ciudadana Colombia (AC-Colombia) a contribu\u00e9 \u00e0 cet effort.<\/p>\n\n\n\n<p>IDIGI-EFS mesure la mesure dans laquelle les ISC mettent \u00e0 la disposition du public, sur leur site Internet, des informations sur divers sujets, notamment le cadre institutionnel et les contr\u00f4les, l&#8217;\u00e9tendue et les r\u00e9sultats des audits et l&#8217;obligation de rendre compte. La disponibilit\u00e9 de ce type d&#8217;informations est essentielle pour que les citoyens puissent demander des comptes aux gouvernements. L&#8217;indice 2021 a r\u00e9v\u00e9l\u00e9 que les ISC du Br\u00e9sil, du Chili, de la Colombie, du Guatemala, du Mexique et du P\u00e9rou \u00e9taient leaders dans ce domaine.<\/p>\n\n\n\n<figure class=\"wp-block-image aligncenter\"><img decoding=\"async\" src=\"http:\/\/intosaijournal.org\/wp-content\/uploads\/2022\/01\/IDIGI-EFS-figure-1-general-results.jpg\" alt=\"\" class=\"wp-image-23698\"\/><\/figure>\n\n\n\n<p>La moyenne r\u00e9gionale de la disponibilit\u00e9 des informations des ISC \u00e9tait de pr\u00e8s de 85 %, soit une augmentation d&#8217;environ 33 % par rapport \u00e0 la moyenne r\u00e9gionale du premier indice, en 2017.<\/p>\n\n\n\n<p>Cinq pour cent des ISC de l&#8217;OLACEFS avaient un niveau \u00e9lev\u00e9 de disponibilit\u00e9 de l&#8217;information en 2017, contre 64 % en 2021. De m\u00eame, en 2017, 55 % des ISC de la r\u00e9gion avaient un faible niveau de disponibilit\u00e9 de l&#8217;information, contre seulement 9 % en 2021.<\/p>\n\n\n\n<figure class=\"wp-block-image aligncenter\"><img decoding=\"async\" src=\"http:\/\/intosaijournal.org\/wp-content\/uploads\/2022\/01\/IDIGI-EFS-figure-3-info-availability.jpg\" alt=\"\" class=\"wp-image-23699\"\/><\/figure>\n\n\n\n<p>L&#8217;indice 2021 a \u00e9galement \u00e9valu\u00e9 la disponibilit\u00e9 des informations relatives aux audits des d\u00e9penses publiques li\u00e9es \u00e0 la pand\u00e9mie de COVID-19. L&#8217;indice a r\u00e9v\u00e9l\u00e9 une moyenne r\u00e9gionale de pr\u00e8s de 65 % pour la disponibilit\u00e9 de ce type d&#8217;informations &#8211; un score moyen, ce qui signifie que les informations disponibles fournissent des donn\u00e9es de base pour faciliter le contr\u00f4le des citoyens. Sept ISC &#8211; d&#8217;Argentine, du Br\u00e9sil, du Chili, de Colombie, du Guatemala, du Mexique et du P\u00e9rou &#8211; ont fourni de nombreuses informations sur COVID-19.<\/p>\n\n\n\n<p>Les ISC r\u00e9gionales ont progress\u00e9 dans le d\u00e9veloppement de strat\u00e9gies innovantes pour communiquer les r\u00e9sultats des audits au public. Toutefois, des efforts suppl\u00e9mentaires sont n\u00e9cessaires pour renforcer la collaboration entre les entit\u00e9s contr\u00f4l\u00e9es, les citoyens et les autres parties prenantes afin d&#8217;accro\u00eetre l&#8217;impact des contr\u00f4les et d&#8217;am\u00e9liorer la qualit\u00e9 des services publics.<\/p>\n\n\n\n<p>IDIGI-EFS s&#8217;est av\u00e9r\u00e9 \u00eatre un outil important pour encourager les ISC de la r\u00e9gion \u00e0 continuer \u00e0 \u00e9largir l&#8217;acc\u00e8s du public \u00e0 l&#8217;information. Cet effort, qui peut servir de bonne pratique pour d&#8217;autres membres de la communaut\u00e9 de l&#8217;INTOSAI, apporte \u00e9galement des contributions pr\u00e9cieuses au <a href=\"https:\/\/www.idi.no\/work-streams\/well-governed-sais\/sai-pmf\">cadre de mesure de la performance des ISC<\/a>.
