Sin embargo, observamos con preocupaci\u00f3n el declive gradual de la confianza p\u00fablica en los gobiernos, los l\u00edderes pol\u00edticos y los medios de comunicaci\u00f3n. Un fen\u00f3meno que afecta directamente a la legitimidad y eficacia de todas las entidades p\u00fablicas, incluidas nuestras propias instituciones de supervisi\u00f3n.<\/p>\n\n\n\n<p>En muchos pa\u00edses, la desconfianza p\u00fablica en las instituciones gubernamentales se ve alimentada por episodios de corrupci\u00f3n, prestaci\u00f3n de servicios deficientes y falta de transparencia. Aunque las EFS desempe\u00f1an un papel crucial a trav\u00e9s de la supervisi\u00f3n independiente y la lucha contra estas debilidades, su esfuerzo a menudo no es plenamente comprendido por el p\u00fablico. Los informes de auditor\u00eda detallados, los dict\u00e1menes t\u00e9cnicos y las recomendaciones basadas en pruebas pueden quedarse cortos en su impacto potencial si no se traducen en acciones concretas percibidas por la sociedad como motores del cambio.<\/p>\n\n\n\n<p>La INTOSAI se mantiene firme en su compromiso de reforzar la credibilidad de las EFS en todo el mundo y ha seguido de cerca esta cuesti\u00f3n. El a\u00f1o pasado, el Comit\u00e9 Supervisor sobre Cuestiones Emergentes (SCEI) public\u00f3 el informe Navigating Global Trends: Future Implications for Supreme Audit Institutions, que aborda, entre otros temas, el declive de la confianza en las instituciones gubernamentales. El informe ofrece una serie de datos estad\u00edsticos sobre el tema y subraya que, si bien las EFS se ven afectadas por entornos de auditor\u00eda cada vez m\u00e1s complejos, tambi\u00e9n pueden desempe\u00f1ar un papel crucial en el fomento de la confianza en las instituciones y la democracia. Para reforzar su legitimidad, es esencial que las EFS operen con independencia institucional, garanticen procesos transparentes y adopten metodolog\u00edas modernas. Sin embargo, me gustar\u00eda subrayar que debemos ir a\u00fan m\u00e1s lejos. Debemos mejorar la forma en que comunicamos nuestro trabajo, haciendo que nuestras auditor\u00edas sean m\u00e1s accesibles y comprensibles mediante el uso de un lenguaje claro y estrategias que acerquen las EFS a los ciudadanos.<\/p>\n\n\n\n<p>Muchas EFS de la comunidad INTOSAI se han destacado en revertir escenarios de desconfianza. Alrededor del mundo, estas instituciones han implementado iniciativas innovadoras que amplifican el impacto de las auditor\u00edas: tableros interactivos para el monitoreo en tiempo real del gasto p\u00fablico, participaci\u00f3n ciudadana en el seguimiento de las auditor\u00edas, uso de inteligencia artificial para optimizar las auditor\u00edas y alianzas con instituciones acad\u00e9micas para fortalecer la credibilidad t\u00e9cnica de los an\u00e1lisis. Estas experiencias demuestran que cuando hay voluntad de innovar y dialogar, se puede recuperar la confianza.<\/p>\n\n\n\n<p>Adem\u00e1s, la confianza en las EFS est\u00e1 directamente relacionada con la percepci\u00f3n de su imparcialidad e independencia. En algunos contextos, la presi\u00f3n pol\u00edtica y los intentos de influencia externa pueden socavar la autonom\u00eda de estas instituciones, da\u00f1ando su credibilidad ante la sociedad. Para mitigar este riesgo, es esencial reforzar las salvaguardias institucionales, garantizando que los \u00f3rganos de supervisi\u00f3n puedan llevar a cabo sus mandatos con neutralidad y sin interferencias. Se trata de un compromiso que debe ser asumido colectivamente, tanto por la INTOSAI, responsable de promover las directrices globales sobre mejores pr\u00e1cticas, como por cada EFS individualmente.<\/p>\n\n\n\n<p>Otro factor clave para la credibilidad de las EFS es la capacidad de adaptarse a los nuevos retos. En un mundo en r\u00e1pida evoluci\u00f3n, en el que cuestiones como la transformaci\u00f3n digital, el cambio clim\u00e1tico y la desigualdad social ocupan un lugar central, las EFS deben demostrar que est\u00e1n preparadas para supervisar eficazmente las pol\u00edticas p\u00fablicas que abordan estos desaf\u00edos. La confianza p\u00fablica ser\u00e1 naturalmente mayor en las instituciones que muestren innovaci\u00f3n y compromiso para abordar cuestiones que afectan directamente a la vida de las personas.<\/p>\n\n\n\n<p>En la INTOSAI reconocemos que revertir el declive de la confianza en las EFS es un reto global a largo plazo. Nuestro papel es apoyar a las EFS proporcion\u00e1ndoles orientaci\u00f3n, promoviendo el intercambio de mejores pr\u00e1cticas y fomentando acciones que fortalezcan la gobernanza y la rendici\u00f3n de cuentas. Pero se trata de una responsabilidad compartida: cada EFS, dentro de su contexto nacional, debe comprometerse a reforzar su legitimidad, salvaguardar su independencia y mejorar la forma en que comunica y lleva a cabo su trabajo.<\/p>\n\n\n\n<p>La confianza no es un activo est\u00e1tico, debe ganarse continuamente y salvaguardarse de forma activa. Aunque es dif\u00edcil de construir, puede perderse f\u00e1cilmente. Promoviendo la transparencia, mejorando la comunicaci\u00f3n, manteniendo la independencia y demostrando el impacto positivo de nuestro trabajo, las EFS no s\u00f3lo pueden restaurar la confianza
