La independencia de las EFS es una prioridad clave en el Plan Estrat\u00e9gico de la INTOSAI.<\/p>\n\n\n\n<p>Guiado por la preocupaci\u00f3n por la independencia de la instituci\u00f3n que ha estado protegiendo el gasto de dinero p\u00fablico en Polonia durante m\u00e1s de 100 a\u00f1os, y su capacidad para cumplir con las responsabilidades constitucionales, el presidente de la Oficina Superior de Auditor\u00eda de Polonia, el Sr. Marian Bana\u015b, solicit\u00f3 la evaluaci\u00f3n informe sobre las restricciones sist\u00e9micas a la independencia de la Oficina Superior de Auditor\u00eda de Polonia (NIK). Un organismo independiente, la Iniciativa de Desarrollo de la INTOSAI (IDI), elabor\u00f3 el informe utilizando el Mecanismo Independiente de Promoci\u00f3n R\u00e1pida de las EFS (SIRAM). El informe comprende evaluaciones, conclusiones y recomendaciones de los expertos de la IDI. El Mecanismo de Defensa R\u00e1pida de la Independencia de las EFS (SIRAM) se estableci\u00f3 en 2018 para defender y generar conciencia sobre las amenazas y violaciones de la Independencia de las EFS, as\u00ed como para brindar apoyo a las EFS que enfrentan desaf\u00edos a su independencia. La metodolog\u00eda SIRAM tiene como objetivo determinar si se han vulnerado los principios de independencia contenidos en las Declaraciones de Lima y M\u00e9xico (INTOSAI P-1 e INTOSAI P-10 respectivamente).<\/p>\n\n\n\n<p>El Equipo de Expertos, con base en la evidencia recopilada, las consultas con las partes interesadas y los an\u00e1lisis realizados, sin duda encontr\u00f3 la violaci\u00f3n de varios principios importantes de la Declaraci\u00f3n de M\u00e9xico sobre la Independencia de las EFS (INTOSAI P-10), incluido el Principio 2: independencia de Titulares de EFS y miembros de instituciones colegiadas, Principio 3 \u2013 mandato suficientemente amplio y plena discreci\u00f3n en el desempe\u00f1o de sus funciones, Principio 4 \u2013 acceso irrestricto a la informaci\u00f3n para el desempe\u00f1o adecuado de sus responsabilidades estatutarias. Adem\u00e1s, el Equipo evalu\u00f3 una posible violaci\u00f3n significativa y realista del Principio 8, al reducir el presupuesto de NIK y, en consecuencia, mediante restricciones significativas en la capacidad de NIK para realizar sus tareas constitucionales.<\/p>\n\n\n\n<p>Es importante destacar que la escala de infracciones de los principios de la Declaraci\u00f3n de M\u00e9xico sobre la Independencia de las EFS puede generar inquietudes sobre la ley y el orden en Polonia y, en consecuencia, la independencia de NIK que se ha establecido en la Constituci\u00f3n. La medida en que se infringen los principios sit\u00faa a Polonia en el puesto m\u00e1s alto entre los pa\u00edses de \u00c1frica, Am\u00e9rica Latina y los Balcanes Orientales.<\/p>\n\n\n\n<p>El informe de la IDI hace importantes recomendaciones dirigidas a las partes interesadas, incluido el Gobierno de Polonia y el presidente del Sejm polaco, indicando la necesidad de tomar las medidas necesarias para proteger la independencia de NIK. Las recomendaciones incluyen el nombramiento de los miembros del Consejo de NIK, garantizar el acceso oportuno a la informaci\u00f3n durante las auditor\u00edas y encontrar una manera de proporcionar financiaci\u00f3n adecuada para NIK.
