TERMS OF REFERENCE

ELMER B. STAATS INTERNATIONAL JOURNAL AWARD

 

INTRODUCTION

The Terms of Reference for the Elmer B. Staats International Journal Award were established by the INTOSAI Governing Board in 1982, and amended in 1994 and 2012. These terms of reference are to be reviewed and confirmed every six years to ensure they remain relevant and effective. The next re-approval is scheduled to take place in 2018.

 

PURPOSE OF THE AWARD

The Staats Award is meant to encourage excellence in the writing of articles for the International Journal of Government Auditing, also known as the Journal. This award also commemorates the important contribution made to the Journal by Dr. Elmer B. Staats, former Comptroller of the United States and former chairman of the Journalís Board of Editors.

 

PRESENTATION OF THE AWARD

The award is a jade crystal tower mounted on a jade crystal base. It is presented at INCOSAI to the winning author, if he or she is in attendance, or to the head of the delegation from the winning authorís country. In the latter scenario, the delegation is then expected to make an appropriate presentation upon returning home.

 

JUDGES

Judging is by SAIs who serve as members of the Board of Editors and as Associate Editors of the Journal. Judges examine eligible articles, select the five they consider most worthy, and rank them according to the following five criteria: originality and contribution to knowledge, evidence of research, imaginative treatment, literary merit, and subject matter.

SELECTION OF WINNER

The results of the final assessment, according to the five stated criteria, are tabulated by the Journalís editor. The identity of the winner is sealed until the award ceremony at INCOSAI.
